Bulk Upload failing

The bulk upload is failing for us. All of our email addresses are formatted [email blocked], and the upload is saying Invalid Email address on the second row (right after the headers).
I tried encapsulating the email addresses (for manager too) in single quotes, but then it either tells me that the first name or the last name is Invalid.
I've tried different people first to see if it was just someone's name (which, why would it be, but I wanted to cover all the bases)
I've opened the CSV file in a text editor many times to make sure it's all looking normal and that there aren't any extra characters being added...

what gives?
